At Results Count Consulting Group, we support non-profit, public, and community-based organizations in the health and social sectors. We provide policy analysis; program design and implementation; community and stakeholder engagement; and program evaluation. While our clients have a variety of goals, they all have an unwavering commitment to support the communities they serve and maximize their impact.
Amy Downs is the founder and president of Results Count Consulting Group, which supports non-profit, public sector and community-based organizations in the health and social sectors with policy analysis and development; program design and implementation; community and stakeholder engagement; and program evaluation. Her areas of expertise include community and public health, state and federal Medicaid policy, family economic security, access to physical and behavioral health care, health care workforce planning and long-term services and supports. She works with a wide range of non-profit, advocacy, and public agencies at both the state and local levels.
Amy spent 13 years at the Colorado Health Institute (CHI), where she held the position of Vice President for Policy. Her work centered on providing policy analysis and strategic options to policymakers, non-profit organizations, and public agencies on issues including behavioral health, mental health, health care access, housing affordability, and food access for vulnerable populations. She collaborated closely with Colorado's major health foundations, the Governor’s Office, the General Assembly, numerous non-profit and community-based organizations, and the Departments of Public Health and Environment, Human Services, and Health Care Policy and Financing.
Amy was awarded the Ian Axford Fellowship, administered by Fulbright New Zealand. Through this fellowship, she provided policy recommendations to the New Zealand Ministry of Health and the Department of the Treasury aimed at improving access to health care for indigenous and vulnerable populations.
Earlier in her career, Amy served as Assistant Director for the Colorado Governor’s Office of State Planning and Budgeting and as an economist at the World Bank Group, focusing on poverty reduction strategies. She holds a bachelor's degree in political science from Grinnell College and a master’s degree in public policy from the University of Michigan.
Amy is fluent in Spanish and actively volunteers with Healing the Children and Pro Mujer.
